GENERAL ITEMS

Karen Metler (FMS) opened the meeting and introductions were made. Karen discussed the agenda and the process of the USSGL TFM. She added that in addition to the June release there will be a July/August 2005 release of the USSGL TFM. The July/August 2005 release will have crosswalk changes resulting from the Draft OMB Circular No. A-136, and the revised OMB Circular No. A-11, therefore no fiscal 2006 crosswalks will be presented in the June release (fiscal 2006 133 not in June release). Due to the timing of the publication of the closing package guidance, beginning with the June 2005 TFM release, the USSGL TFM will only contain the closing package crosswalks for the current year. (Refer to Table 1 at the end of this document for an illustration.)

AGENDA ITEMS

Keith Mertz (FMS) discussed the Fiscal 2005 Statement of Net Cost changes, and Fiscal 2005 Reclassified Statement of Net Cost changes. The changes to the Fiscal 2005 Statement of Net Cost are in accordance with OMB Circular No. A-136 and will be incorporated in the July/August 2005 release of the USSGL TFM. The changes to the Fiscal 2005 Reclassified Statement of Net Cost will be incorporated in the June 2005 release of the USSGL TFM.

Karen Metler (FMS) discussed the Fiscal 2005 Reclassified Balance Sheet changes, and Fiscal 2006 Balance Sheet changes. The changes to the Fiscal 2005 Reclassified Balance Sheet will be incorporated in the June 2005 release of the USSGL TFM. The changes to the Fiscal 2006 Balance Sheet are based on the OMB Circular No. A-136 and will be incorporated in the July/August 2005 release of the USSGL TFM.

Melinda Pope (FMS) discussed the Fiscal 2006 Statement of Financing, Fiscal 2005 Reclassified Statement of Changes in Net Position, Fiscal 2005 Statement of Changes in Net Position and Fiscal 2006 Statement of Changes in Net Position. The changes to the Fiscal 2006 Statement of Financing are due to the SBR/SF133 changes and will be incorporated in the July/August 2005 USSGL TFM. The changes for the Fiscal 2005 Reclassified Statement of Changes in Net Position will be incorporated in the June 2005 release of the USSGL TFM. The changes for the Fiscal 2005 and Fiscal 2006 Statement of Changes in Net Position are based on the OMB Circular No. A-136 and will be incorporated in the July/August 2005 release of the USSGL TFM.

Michele Crisman (FMS) and the IRC committee decided to review the "Tie Points" at a future IRC meeting.

In closing, Karen Metler opened the floor to any comments. Joe McAndrew (Treasury) mentioned Notes 5 & 6 in the Closing Package is a data gathering note and will be broken out into Inventory, Property, Plant, and Equipment and Other Assets for fiscal 2005. He may propose a new memorandum account to complete this note. The IRC will be updated as necessary.
