GENERAL ITEMS
Judy Yuran (FMS) opened the meeting informing that the USSGL staff is under a tight timeframe to publish the Treasury Financial Manual (TFM) - USSGL Supplement. The purpose of this meeting is to review outstanding issues with the Statement of Financing and discuss a few changes to proposed USSGL accounts on the latest ballot. The final USSGL Supplemental TFM will be released and available on the Web site http://www.fms.treas.gov/ussgl by the end of June. It is effective for fiscal 2004, with the exception of the fiscal 2003 crosswalks that may have been modified since the last TFM release (September 2003).
Shortly after the TFM release, OMB's Circular No. A-11 is expected to be released. As has been discussed in the past, the USSGL staff will update the affected budgetary crosswalks (SF 133, FMS 2108, and Program and Financing Schedule) as appropriate.

Statement of Financing
Melinda Pope (FMS) explained that based on discussions during the 6-5-03 IRC meeting, the fiscal 2003 and 2004 Statements of Financing are back to the original formats. The "OR's" have been added back to the crosswalk, where appropriate, and the calculations are as originally presented.
The following highlights the major changes for the fiscal 2003 crosswalk:
Line 14B: Deleted USSGL 5100, 5109, 5200, 5209. Added USSGL 5400, 5409. Outstanding issue: applicability of USSGL 5400/5409 as "nonexchange" on this line. The Department of Labor (DOL) currently reports it as so for its trust funds, stating that the program itself is nonexchange.
Line 16: Transfer accounts - decided to include USSGL 5720/5730 on this line rather than the individual budgetary transfer accounts.
Line 27: Added USSGL 5310, 5319, 5400, and 5409 for undistributed offsetting receipts related to trust funds with exchange revenue, rather than capturing this information on a new line.
Overall change: In order to be more intuitive to the reader, the lines containing "OR" options will be revised. The preferred option will be listed first, shaded, and marked as "preferred." For most cases, liability accounts are preferred over expense accounts, and expense accounts are preferred over asset accounts. For example, for Line 13, the change in liability USSGL accounts option is preferred.
Revisions to USSGL Account Titles and Definitions from USSGL Ballot #03-01
For clarity purposes, USSGL account definitions have been modified for the new budgetary transfer accounts to include the specific USSGL account that is being transferred.
The titles and definitions of USSGL 5312 and 5317 were modified to be more specific. The normal balance of 5317 was changed from credit to debit.
Discussion arose as to the purpose and applicability of USSGL accounts 7112 and 7212. Would this account be reported by BPD as well as FFB? The USSGL staff will research.
