Proprietary Account Attribute Definition Report (Fiscal 2008 Reporting)
Gwen Marshman (FMS) presented changes as summarized on the Summary of Changes (SOC). She indicated that, effective 2008, "covered," "not covered," "entity," and "non entity" form and content indicators will be defined in the Proprietary Account Definition Report. The inclusion is based on a request submitted to the USSGL Division.
FACTS I Account Attributes (Fiscal 2009 Reporting)
Gwen presented changes as summarized on the SOC. The IRC discussed USSGL account 2191, "Employee Health Care Liability Incurred but Not Reported." Currently, a "Y" is indicated in the Federal/NonFederal attribute column on the FACTS I Attribute Table versus an "N". Alice Rice (DOD) will look into this issue and will get back to the IRC. UPDATE: Subsequent to the meeting, Alice responded by e-mail and stated that DOD believes USSGL account 2191 should not have a "Y" attribute. It only should have an "N" attribute, non-Federal.
Statement of Custodial Activity (SCA) Crosswalk (Fiscal 2009 Reporting)
Christine Chang (FMS) presented changes as summarized on the SOC. There were no changes for fiscal 2008 and only a few changes for fiscal 2009. Because of the multiline project, USSGL accounts related to taxes were broken down in detail by types of taxes.
Balance Sheet (BS) Crosswalk (Fiscal 2008 and Fiscal 2009 Reporting)
Gwen Marshman presented changes as summarized on the SOC. There were only minor changes. For fiscal 2009, some renumbering was required on the footnotes. In addition, it was mentioned that USSGL account 5801, "Tax Revenue and Accrual Adjustment," was revised, not deleted then added.
Michele Crisman (FMS) addressed a concern from Chris Dyson (DOE) about removing "Securities" from the title of USSGL account 2141, "Accrued Interest Payable - Federal Debt Securities." Michele stated that there have been many conversations about deleting "Securities" from the title; however, the USSGL staff will review the title again. UPDATE: It was agreed that the word "securities" should be removed from the title.
Statement of Net Cost (SNC) Crosswalk (Fiscal 2008 and Fiscal 2009 Reporting)
Keith Mertz (FMS) presented a few changes as summarized on the SOC.
Bruce Henshel (DOC) raised a question regarding the custodial/noncustodial attributes. Christine Chang responded that the custodial and noncustodial attributes define whether an activity is reported on the Statement of Custodial Activity. The attribute does not define whether or not the agency is collecting for another Federal entity. Kathy Winchester also stated that the "A" attribute indicates that the custodial activity is not reported on the Statement of Custodial Activity, not that it is not custodial activity. Michele Crisman suggested that Bruce look into this issue further and send the USSGL staff an e-mail if he still has a concern about it.
Statement of Changes in Net Position (SCNP) Crosswalk (Fiscal 2008 and Fiscal 2009 Reporting)
Michele Crisman presented changes as summarized on the SOC. Some USSGL accounts that crosswalk to multiple lines contain the same attributes with different additional information directing the user to populate the line with specific activity within the account. The purpose of the multiline project is to eliminate this issue. Accounts were added and deleted from the SCNP in accordance with the multiline project.
FACTS II Account Attributes (Fiscal 2009 Reporting)
Michele Crisman presented changes as summarized on the SOC. Only a couple minor changes were presented.
SF 133 Crosswalk (Fiscal 2008 and Fiscal 2009 Reporting)
Kathy Winchester presented changes to these crosswalks as summarized on the SOC. Bruce Henshel (DOC) asked for an explanation of the difference between the "B" and "P" domain values of the prior-year attribute. Kathy stated that agencies are to use domain value "P" any time they make an adjustment to a prior-year balance where a backdated Treasury document is not prepared and fund balance is not affected. Agencies are to use domain value "B" any time they make an adjustment to a prior-year balance and a backdated Treasury document is prepared. She also mentioned that Treasury Financial Manual (TFM), Volume I, Bulletin No. 2008-05, (http://www.fms.treas.gov/tfm/vol1/08-05.pdf) states that Treasury will only backdate prior-year transactions that are equal to or greater than $500,000. Additionally, domain value "X" is used when the prior-year adjustment affects Fund Balance With Treasury and is not backdated (less than $500,000).
Kathy and Bruce also discussed the deletion of the following account attributes: Apport. Categ., Program Rpt. Cat., Apport. Cat. B/10, and Reimb. Flag.
In response to a question as to whether there is any way to know which lines on the SBR do not relate to the SF 133, Kathy replied that "N/A" is displayed in the SBR/9 Line # column of the SF 133 crosswalk if the line does not relate to the SF 133.
FMS 2108 Crosswalk (Fiscal 2008 and Fiscal 2009 Reporting)
Karen Metler presented changes as summarized on the SOC. For fiscal 2008, she mentioned that there were some indefinite accounts that were in the "Definite Borrowing and Definite Contract Authority" sections. These indefinite accounts have been removed. The only change to the fiscal 2009 crosswalk is the deletion of USSGL account 4281, "Actual Program Fund Subsidy Receivable."
P&F Crosswalks (Fiscal 2008 Reporting)
Karen Metler presented changes as summarized on the SOC. She stated that all changes are cumulative as of the last published release of the P&F crosswalks (August 2007). However, expect another published release of the P&F crosswalks after OMB publishes its annual OMB Circular No. A-11. The biggest change in the upcoming release of OMB Circular No. A-11 is the addition of the prior-year adjustment attribute and two new lines that support it. To help alleviate any questions on the difference between the two upcoming P&F crosswalks, there will be a footnote added to the additional information section of both crosswalks that references the corresponding OMB Circular No. A-11.
Additionally, Karen noted an error on the handout: Line 9204, USSGL account 1618, should have an "E" for the ending balance.
Kathy stated that once the TFM guidance on the Reclassified Statements is published, the USSGL staff will bring the Section VI crosswalks to the IRC for review. She then asked the IRC members to provide feedback to the USSGL staff on any concerns they may have regarding the information presented at today's meeting.
