U.S. Government Standard General Ledger Board and Issues Resolution Committee Meeting Minutes

March 17, 2005

GENERAL ITEMS

Judy Yuran (FMS) opened the meeting and introductions were made. Judy noted items on the agenda to be reviewed and discussed by Eileen Parlowe (FASAB), stating that Eileen would not be able to address specific individual funds in the meeting. However, agencies may email Eileen their concerns and questions.

AGENDA ITEMS:

Eileen reviewed the FASAB standard for earmarked funds, highlighting those paragraphs that were of particular importance. Eileen stated that if the funds were immaterial, the statement would not apply. She also stated that, in the initial year of implementation of this standard, fiscal year 2006, do not restate the prior-period columns of the basic financial statements and related disclosures.

The question was asked if the standard would replace dedicated collections. Eileen informed the committee that the standard for dedicated collections would be replaced by both the earmarked funds and fiduciary fund FASAB standards.

Eileen moved the discussion to fiduciary activities, pointing out that fiduciary Fund Balance With Treasury should be reported separately. In order to accomplish this, Eileen requested that the IRC determine their preferences for creating a new USSGL account or attribute.

After much discussion, Judy asked that each agency research possible issues and concerns with having a new USSGL account, attribute, or memorandum account, and the IRC will reconvene at a later date to discuss this further.

Teresa Tancre (OMB) briefly went over draft changes/revisions to the SF 132: Apportionment and Reapportionment Schedule, and the SF 133: Report on Budget Execution and Budgetary Resources, stating that a draft crosswalk for the SF 133 would be distributed early next week.
