U.S. Government Standard General Ledger Board and Issues Resolution Committee Meeting Minutes

February 17, 2005

GENERAL ITEMS

Judy Yuran (FMS) opened the meeting by mentioning the CFO Council along with Greg James, DOL, will be conducting subcommittees to resolve issues with OMB Form and Content Statements and Notes. Introductions were made and items on the agenda were presented to the IRC.

AGENDA ITEMS:

Judy Yuran discussed the Form and Content major issues in more detail as it pertained to the Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, Statement of Budgetary Resources, and Statement of Financing. A copy of the Form and Content major issues along with the descriptions will be sent out to the IRC representatives.

Keith Mertz (FMS) presented the Budgetary Account - Closing Chart. The chart lists all budgetary accounts and the accounts they close into at the end of a fiscal year. Keith pointed out that USSGL accounts marked with an "*" are reduced to zero in preclosing adjusting entries. USSGL accounts marked with "**" should only use USSGL account 4650, Allotments - Expired Authority, if funds are expiring. Any comments to the Budgetary Account - Closing Chart from the IRC should be sent to Keith Mertz. A couple of suggestions were brought up in the meeting (i.e., adding Transaction Codes, expired and canceled columns, and proprietary closing entries to the chart). Once the closing chart is finalized, it will be placed on the USSGL Web site as a tool for Federal agencies.

Judy Yuran and Michele Crisman (FMS) presented the Budgetary and Proprietary Tie Points/Edits. The purpose of the tie points is to tie budgetary accounts to proprietary accounts, wherever possible. The handouts are working documents and for IRC use only. The IRC representatives were asked to send their Budgetary and Proprietary Tie Points/Edits tables, if any, to the USSGL in two weeks. The USSGL staff will bring these tie points to the IRC for discussion and validation over the next few months. The plan is to build a master table of valid tie points that agencies can use to build system edits and validate the quality of their data. The table will be available on the USSGL Web site.

CLOSING REMARKS

Judy Yuran asked the IRC if they use the Allowance for Loss on Accounts Receivable account for transactions with other Federal agencies. If so, help is needed in explaining why there are losses associated with transactions between Federal agencies.

Nancy Babe (State Department) mentioned that the State Department was required by their auditors to establish an allowance for old DoD receivables. They are in the process of working through the receivables to either collect or reduce the value to zero, whichever is appropriate. But in the meantime, for financial statement purposes they had to reduce the net value of Federal receivables. As they clear the receivables, they will be adjusting the allowance downward in increments.
