U.S. Government Standard General Ledger Issues Resolution Committee (IRC) Meeting Minutes

March 26, 2009


Karen Metler (FMS) opened the meeting and reviewed the agenda. She also announced that Kathy Winchester (FMS) had been selected as the new Director of the USSGL Division. Kathy brings many years of work and management experience to this USSGL position. In addition, she has a vast knowledge of Treasury/FMS central accounting policies and procedures.


  • Proposed USSGL Accounts, dated March 26, 2009

  • USSGL Account Modifications Effective Fiscal Year 2010, dated March 26, 2009

  • Revaluation of Exchange Stabilization Fund Foreign Currencies, dated March 26, 2009


Edwin Walker (FMS) presented a scenario for Revaluation of Exchange Stabilization Fund (ESF) Foreign Currencies. During this ESF scenario presentation, several issues were discussed:

  • David Surti (DHS) stated that the gain in foreign currency is shown as a resource but questioned whether the ESF could obligate those funds. Kevin Neveux (Treasury) said the ESF does not obligate those funds but invests them.

  • Teresa Tancre (OMB) stated that new USSGL account 4295, "Revaluation of Foreign Currency in the Exchange Stabilization Fund," should not crosswalk to line 6900 of the Program and Financing (P&F) Schedule. She said the correct line will be somewhere between lines 2140 and 4440.

  • Edwin said there is a problem with the FMS 2108 because the total of columns 5, 6, and 8 did not equal the total of columns 9, 10, and 11. This imbalance occurs because the ESF transactions cause an increase in budget authority but not in the Fund Balance With Treasury. The ESF staff was asked if the gains/losses are currently being recorded on the FMS 2108 in a Record Type 7 Indicator. Kevin stated that he thought they are being recorded. He will contact Edwin to let him know the specific Record Type 7 Indicator to which ESF crosswalks foreign currency gains and losses.

  • Kathy requested that the ESF staff at main Treasury verify what their Department level contacts are putting into their financial statements for a future discussion.

Karen presented two handouts showing proposed new and modified USSGL accounts. The first handout proposed new USSGL account 4048, "Anticipated Transfers to the General Fund of the Treasury - Prior-Year Balances." It also proposed changing the account title of USSGL account 4047 from "Anticipated Transfers to the General Fund of the Treasury" to "Anticipated Transfers to the General Fund of the Treasury - Current-Year Authority." Karen stated that effective fiscal 2010, prior-year balances would need to be pulled out of USSGL account 4047 and posted to the newly proposed USSGL account 4048. This will accommodate the current-year/prior-year breakout resulting from the fiscal 2010 SF 133 realignment.

Karen's second handout showed additional new and modified USSGL accounts effective for fiscal 2010, as follows:

  • Proposed modifications to existing USSGL accounts 4215, "Anticipated Appropriation Trust Fund Expenditure Transfers"; 4225, "Appropriation Trust Fund Expenditure Transfers - Receivable"; and 4255, "Appropriation Trust Fund Expenditure Transfers - Collected" to include exceptions for expenditure transfers to trust funds.

  • Proposed new account USSGL account 4396, "Special and Trust Fund Refunds and Recoveries Temporarily Unavailable - Receipts Unavailable for Obligation Upon Collection," and modification to existing USSGL account 4399, "Special and Trust Fund Refunds and Recoveries Temporarily Precluded From Obligation" to distinguish between the two types of trust and special fund refunds/recoveries.

  • Proposed modifications to existing USSGL accounts 4128, "Amounts Appropriated From Specific Invested TAFS - Transfers-In"; and 4129, "Amounts Appropriated From Specific Invested TAFS - Transfers-Out" to include exceptions for the Nuclear Regulatory Commission and Internal Revenue Service (IRS) special fund user fees. During the discussion, Teresa said she needed more information on the exception for IRS use of these accounts.


Karen closed the meeting and said that the next meeting will be April 23, 2009, if a meeting room is available. She requested that IRC agency representatives contact Gwen Marshman (FMS) if a room is available in their buildings on that date from 9 a.m. to noon. One agenda item planned is a condensed version of the Governmentwide Treasury Account Symbol Adjusted Trial-Balance System (GTAS) Outreach Session presentation, introducing agencies to the future GTAS and informing them about the systems that it will be replacing.
