U.S. Government Standard General Ledger Issues Resolution Committee (IRC) Meeting Minutes

Kathy Winchester (FMS) opened the meeting by reviewing the agenda and initiating roundtable introductions.
Crosswalk to the OMB Balance Sheet Statement/FACTS I Table
Kathy reviewed the changes that were made to the Balance Sheet (BS) crosswalk for fiscal 2010. The USSGL staff determined that the Entity/Non-Entity and Covered/Not-Covered attribute columns did not serve a purpose as currently presented on the BS crosswalk. Therefore, the USSGL staff removed these attribute columns from the BS crosswalk and added them to the FACTS I Attribute Table. Also, in support of the attribute change, footnote number 2 was removed from the "Additional Information" column.
Then, Kathy reviewed the changes that were applied to the FACTS I Attribute Table for fiscal 2010. As noted previously, the Entity/Non-Entity and Covered/Not-Covered attribute columns were added to the FACTS I Attribute Table. The title of the table was changed to: "Fiscal 2010 USSGL Proprietary Account Attributes Required for Reporting of Detailed Financial Information." Also, the column headings "Adjusted Trial Balances" and "FACTS I" were deleted from the crosswalk.
Crosswalk to the OMB SF 133 Statement
Sherry Pontell (FMS) reviewed the summary of changes for the fiscal 2010 realigned SF 133: Report on Budget Execution and Budgetary Resources crosswalk to the OMB SF 133 Statement. See the summary of changes to the SF 133 crosswalk.
Adding the FACTS II Attribute "Reimbursable Flag"
Edwin Walker (FMS) discussed the insertion of the Reimbursable Flag attribute to the FACTS II Attribute Definition Report, the fiscal 2010 FACTS II Attribute Table, the SF 133, and the Budget Program and Financing (P&F) Schedule. The Reimbursable Flag attribute indicates whether amounts for goods, services, and joint project support are financed by offsetting collections. Initially, the attribute was removed from the fiscal 2009 FACTS II Attribute Definition Report, FACTS II Attribute Table, SF 133, and P&F Schedule. However, at the request of numerous agencies within the IRC community, as well as OMB, it was determined that the attribute was necessary.
Loan Modification (Credit Reform)
An agency had a modification that resulted in an appropriation from Treasury. There was a loss represented in USSGL account 7190; the agency selected Treasury as a Trading Partner, and it was rejected.
Kathy stated that a lot of work is being done to develop the General Fund and to separate it from Treasury Departmental. Currently, an agency has to record Trading Partner 99. In the future, there will be a Trading Partner known as the General Fund. Hopefully, agencies will see more activity with this project as early as fiscal 2011.
Teresa Tancre (OMB) stated that OMB will provide the IRC with a list of items that will need to be resolved for fiscal 2011.
Chris (SEC) announced that there are two vacancies for Chief positions within the SEC agency.
