10/22/2012 - New Data Available from OTCnet New Data Available from OTCnet On October 21, 2012, OTCnet began sending summary and detail information to TRS for over-the-counter check capture collections that have been converted to OTCnet from legacy PCC-OTC (Paper Check Conversion Over-the-Counter). TRS users will see vouchers for these collections in summary-level TRS XML extracts under OTCnet instead of FRB CL Misc. Users may also see detailed transaction information in the detail-level TRS XML extracts and TRS's Financial Transaction Detail Report. This report is accessed from the Financial Transaction Summary Report. OTCnet check capture details will be available depending on your filter criteria for Collection System. TRS standard reports will identify this voucher activity with a Subsystem of “E-Check Deposit.” Summary-level data for legacy PCC-OTC not yet converted to E-Check Deposit will continue to be reported by FRB CA$H-LINK as PCC OTC vouchers. Collections data sent for TGA transactions will not change. OTCnet will continue to send only summary-level information as they do today for OTCnet deposits made through commercial TGA banks, international TGA banks, and FRB TGA banks. TRS will report this transaction information to the Centralized Accounting Reporting System (CARS, formerly GWA) and agencies, consolidating and streamlining the transaction reporting for all over-the-counter collections. New Payment Vouchers are No Longer Reporting to TRS Beginning October 1, 2012, only the Payment Information Repository (PIR) receives payment vouchers and the PIR will report the vouchers on to the Central Accounting Reporting System (CARS)/GWA. Payment vouchers dated October 1, 2012, and beyond no longer flow to TRS or to CA$HLINK II. Historical vouchers prior to October 2102 will still be visible in CA$HLINK II until CA$HLINK II is shut down. Voucher Reporting GUI for Sending Trading Partners TRS Release 3.19 was implemented on September 22, 2012. This release provides a new graphical user interface (GUI) for Sending Trading Partners (STP) to report voucher-level data into TRS as well as provides reports with voucher-level information for STP users. There is no direct impact to agency TRS users. The new GUI also allows STPs to report adjustments, corrections and rescissions (A/C/Rs), since the CA$HLINK II voucher correction functionality for agencies and financial institutions is being phased out in favor of a process that will be managed by the collection programs that process revenue collections. As STPs and certain financial institutions switch from using the CA$HLINK II voucher correction functionality to using the TRS GUI for adjustments, corrections and rescissions (A/C/Rs), agencies will be able to see those transactions in TRS. Tamara Whitaker, Director of FMS’s Accounting and Data Management Division, recently sent a letter via email to all agency CA$HLINK II users notifying them of the dates that FMS will be shutting down the remaining voucher correction functions in CA$HLINK II, and providing points of contact for the FMS Program area associated to the account type activity. The letter was sent on August 31, 2012, and the subject line was “CA$HLINK II Shutdown Update – Voucher Corrections & Scheduled Downloads.” A copy of this letter is posted on the CA$HLINK II website at http://fms.treas.gov/cashlink/index.html. Change to TRS Plastic Card Reporting On September 16, 2012, TRS began receiving changes to how some plastic card transactions are reported. Plastic card transactions processed through Pay.gov are now being reported as settled Pay.gov transactions in TRS. With this change, these transactions are no longer being reported as Card Acquiring Service transactions in TRS. All other plastic card transactions will continue to be reported as Card Acquiring Service transactions in TRS as usual. This change allows TRS users to see data elements associated with the Pay.gov application on any Pay.gov settled plastic card transaction. These data elements include classification data, program data (Pay.gov customer collection fields), and Pay.gov application-specific data for plastic card transactions. The TRS July-August 2012 Data Implementations Reporting Impacts document describes the changes and impacts to TRS XML extracts and standard reports. As a result of some of these changes, users with scheduled reports or reports saved to My Favorites may need to change their search criteria. Users should view the document to assess any impacts to saved or scheduled reports. New Data Available for FRB CA$H-LINK Transactions On July 30, 2012, the TRS July Data Implementation began to provide TRS with voucher information from the Federal Reserve Banks (FRB), Stored Value Card / Navy Cash, and EFTPS / Federal Agency Tax. Users will now see vouchers for these collections and payments (except ASAP) in summary-level XML extracts and TRS’s standard Voucher reports. Users will also receive adjustments and corrections coming from FRB CA$H-LINK for OTCnet bank deposits, FRB Paper Checks, Pay.gov, and EFTPS. With the addition of these records, TRS will contain collections information from all collections channels. Agency users should transition as many of their business processes as possible from CA$HLINK II to TRS. This release upgrades the TRS system to receive additional data from the various collections channels, which will allow TRS to be the primary mechanism for reporting collections data in the end-state. TRS Implements FRB Deposit Reporting with ECP and Pay.gov The TRS FRB Deposit Reporting with ECP and Pay.gov (TRS Release 3.14) was implemented on March 28, 2011. This release implements an interface with Pay.gov to enable TRS to report detailed transactions and vouchers for Pay.gov ACH collections. Pay.gov Prenotifications, Notification of Change (NOC) and plastic card transactions will be reported as well. The ECP interface enables TRS to report detailed transactions and vouchers for ECP collections.
*Note: Pay.gov plastic card data is not available on the Plastic Card Summary and Detail reports. The Plastic Card Summary and Detail reports display settled plastic card data received from Card Acquiring Service only. TRS Implements Interface with the New Credit Gateway The Credit Gateway was implemented as scheduled on September 11, 2010. As Fedwire and ACH Credit collections are processed in the Credit Gateway, detail transaction information is sent near real-time to TRS, as well as summary information in the form of vouchers with their supporting detail transaction information at the end of each business cycle. TRS sends the summary information in the form of vouchers with their supporting detail transaction information to CA$HLINK II once the information is received and validated from the Credit Gateway. The Fedwire Deposit System (FDS) and the Remittance Express (REX) applications which were sub-systems in CA$HLINK II are now migrated to the Credit Gateway. TRS Provides New Features and Functionality TRS has introduced the ability for a user or system to receive scheduled extracts of data from TRS. Extract files are produced using the standard Financial Management Service (FMS) XML Schema format for receiving and sending collection data as mandated by Collections and Cash Management Modernization (CCMM). TRS XML Extract File Capability
System-to-System Interface – The primary use of the XML extracts is for system-to-system interfaces where the data will be directly imported into an agency system or other Receiving Trading Partner's (RTP) system. The TRS standard for this connection is VPN over the Internet using Connect:Direct. Designated agency Information Technology personnel responsible for system-to-system interfaces can find additional information on Connect:Direct via the Sterling Commerce Web site: http://www.sterlingcommerce.com/products/managed-file-transfer/connect-direct/. Detailed information on XML extract files is available on the TRS informational Web site http://fms.treas.gov/trs/transmissions.html where additional links can be found for the TRS XML Extract Files Specification document and the XML Schema Definitions. The purpose of the XML Extract Files Specification is to provide a document that allows the members of the Information Technology (IT) staff to understand and process the output that is produced as a result of an agency or other RTP user defining a scheduled extract within TRS. Improvements to View Files Function TRS will now create a viewable history record for every file created by TRS. This includes acknowledgement and extract files. The Trading Partner Type is being removed as selection criteria on the View Files Function and File Profile and File Type are being added. With this change, the list of files that meet criteria can be shown directly below the selection area, rather than requiring navigation to a second page.
