Subject: Discontinuing the Use of Financial Management Service (FMS) 6653, 6654, and 6655 in the Government On-Line Accounting Link Information Access System II (GOALS II/IAS) Application

Currently, Federal program agencies (FPAs) reconcile their Fund Balance With Treasury (FBWT) account balances using the following Treasury reports:

• FMS 6653: Undisbursed Appropriation Account Ledger;
  
  
• FMS 6654: Undisbursed Appropriation Account Trial Balance;
  
  AND
  
  
• FMS 6655: Receipt Account Ledger/Trial Balance.

FPAs access these Treasury reports through the GOALS II/IAS application on the 7th business day of each month.

Effective June 30, 2006, FMS permanently will discontinue the use of FMS 6653, 6654, and 6655 in the GOALS II/IAS application and will replace these reports with the Governmentwide Accounting (GWA) Account Statement application. The GWA Account Statement application provides FPAs with a central on-line source for retrieving near real-time FBWT account balances and includes the information currently on FMS 6653, 6654, and 6655.

FPAs currently accessing the GOALS II/IAS application should begin using the GWA Account Statement application to reconcile their FBWT account balances. FPAs are advised to have a working knowledge of the GWA Account Statement application prior to June 30, 2006.
