PAM Support of GWA/CARS Reporter Initiative

The Department of the Treasury’s Bureau of the Fiscal Service, formerly known as the Financial Management Service, provides payment, collections, and financial reporting services to your agency. Effective October 1, 2014, all Federal agencies using Treasury services will be required to provide Treasury Accounting Symbol/Business Event Type Codes (TAS/BETCs) with payment requests to satisfy Governmentwide Accounting (GWA) requirements:

To support GWA/CARS initiatives and the inclusion of TAS/BETCs for real-time accounting, interactions between Treasury systems will be effected:

  • The Shared Accounting Module (SAM) will receive Agency Location Codes (ALCs) from CARS and send the ALCs to SPS.
  • SAM will receive valid TAS/BETCs from CARS and send them to SPS.
  • SPS will require TAS/BETCs for ALCs that are CARS reporters.
  • SPS will validate TAS/BETCs prior to certifying schedules and sending them to PAM.
  • PAM will pass payments to PACER without validating TAS/BETCs.
  • PAM will pass certified schedule-level TAS/BETCs from SPS to PACER.
  • PACER will pass certified schedule-level TAS/BETCs to GWA.
