Emergency Procedures


Emergency Response Plan

Due to the emergency situation in your area, Fiscal Service (FS) is requiring that you implement the following instructions immediately.

TGA Depositaries: Please notify the following Treasury Officials via e-mail if your financial institution is closed due to an emergency situation.

Federal Program Agencies: If you are unable to make a deposit with your local designated depositary, please contact the OTCnet Customer Service Team at 1-866-945-7920 or fms.otcchannel@citi.com. Notify the customer service representative that your designated TGA depositary is unavailable, and you will be instructed on how to utilize, the Contingency Mail-In-TGA(CMITGA) program to make your deposits.

Contingency Mail–In Treasury General Account Program

The Contingency Mail-In Treasury General Account (CMITGA) Program was developed to provide Federal Program Agencies (FPA) a contingency solution to their standard OTCnet deposit reporting process. This contingency can be used in the event an FPA designated financial institution is unable to accept deposits for any, but not limited to the following reasons:

  • Will not open for business
  • Will be delayed in opening
  • Will have limited hours of operation
  • Are affected by environmental limitations, which prevent the physical delivery of the federal deposits

FPAs are required to notify the Fiscal Service (FS) prior to the use of the program. Contact the OTCnet Customer Service Team at 1-866-945-7920 and notify the customer service representative that your agency intends to use the CMITGA program. This notification will ensure that the FPAs are properly setup in the OTCnet application prior to mailing deposits to U.S. Bank for contingency purposes.

U.S. Bank is the Financial Institution that will provide depository services for the CMITGA Program. Once U.S. Bank receives a mailed in deposit from the FPA, U.S. Bank agents will confirm the deposit.

Please follow the procedures below to ensure that all deposits are processed timely and accurately.

Steps:

  1. Call the OTCnet Customer Service Team notifying the customer service representative of your agency’s plan to use the CMITGA program at 1-866-945-7920.

  2. If the OTCnet Customer Service Team instructs your agency to mail deposit to U.S. Bank using the CMITGA program follow the mailing instructions below:

    Mail the OTCnet deposit ticket (Attachment 1) and funds to U.S. Bank using the U.S. Postal Service only

    1. Make a photocopy of all checks to be deposited to maintain for your records

    2. Mail funds and OTCnet Deposit Ticket to:
      U.S. Bank
      Las Vegas Cash Vault Mail-In TGA
      P.O. Box 98999
      Las Vegas, NV 89193-8999

      Or

      U.S. Bank
      Cleveland Cash Vault Mail-In TGA
      P.O. Box 89455
      Cleveland, OH 44101


    3. Ensure deposits are mailed registered mail with delivery confirmation option

    4. Purchase insurance for the full value of the deposit from the post office

    5. Do not mail more than $25,000 of total cash and negotiable instruments in one package. The United States Postal Service has a $25,000 maximum replacement value threshold per package

    6. In the event that a deposit is not received by U.S. Bank the agency point of contact will be able to track packages using the Track and Confirm tool on https://usps.com


  3. In the event the U.S. Postal Service is not available to mail deposits; the FEDEX or UPS mailing services can be used to deliver deposits to U.S. Bank. However, NO CASH can be mailed using the FEDEX or UPS delivery method.

    1. Make a photocopy of all checks to be deposited to maintain for your records

    2. Mail funds (checks) and OTCnet Deposit Ticket to:
      U.S. Bank

      LM-NV-LVCS
