Wanda J. Rogers Assumes
New Role as Deputy Commissioner,
Treasury's Financial Management Service

On August 2, 2009, Wanda J. Rogers became the Deputy Commissioner of Treasury's Financial Management Service (FMS), succeeding Deputy Commissioner David A. Lebryk, who was recently named Commissioner after the retirement of Commissioner Judith R. Tillman. Ms. Rogers has been a member of the Senior Executive Service since May 2004, and has held a number of executive positions both within the bureau and at Treasury's Departmental Offices during her 29-year career with Treasury.

Prior to this appointment, Ms. Rogers completed a temporary assignment where she served as the Senior Policy Advisor to Treasury's Fiscal Assistant Secretary and as Treasury's Implementation Official for the American Reinvestment and Recovery Act of 2009. Ms. Rogers was involved with the drafting of the legislation as it related to federal benefit payments and was responsible for oversight of implementation of the Recovery Act within Treasury.

Ms. Rogers served as the Assistant Commissioner of FMS' Payment Management area from October 2006 until January 2009, where she provided executive leadership to a broad range of financial management functions and activities. Ms Rogers managed the work of more than 700 employees located in both the Washington, DC metropolitan area and four regional financial centers in San Francisco, Philadelphia, Austin and Kansas City. The Payment Management organization provides one of the government's most critical business functions--making 85 percent of all federal payments totaling nearly a billion payments annually valued at $1.8 trillion, mostly by electronic transfer. And performing the processing and accounting for check claims.

Some of the awards and recognition Ms. Rogers has received during her career include the Department of the Treasury's "Secretary's Award," former Vice President Albert Gore's "Hammer Award" for process improvements, FMS' "Martin Luther King Award" for promoting diversity and service to the community; and in 2008, she received a Certificate of Appreciation from the Treasury Secretary for her contributions toward the effective and efficient disbursement of 130 million Economic Stimulus payments.

A native of Pleasantville, NJ, Ms. Rogers holds a B.S. degree in business education from Rider University in Lawrenceville, NJ. She also holds a Master of General Administration with a concentration in human resource management and organizational development from the University of Maryland, University College.

FMS is a bureau of the U.S. Department of the Treasury, primarily responsible for the collection of government revenues, federal payments like social security, veterans' benefits and tax refunds, debt collection and government-wide accounting. In the past year, FMS issued approximately one billion federal payments to more than 100 million people and collected more than $2.67 trillion of federal revenues.
