WHAT IS THE FMS-1219/1220: STATEMENT OF ACCOUNTABILITY AND TRANSACTIONS?
The FMS-1219/1220: Statement of Accountability and Transactions is an application of the
Government On-Line Accounting Link System II (GOALS II). This application provides Federal
Program Agencies (FPAs) that operate their own disbursing activity the capability to submit
their monthly statement of accountability and transactions to the Financial Management
Service (FMS).
WHAT DOES IT DO?
The FMS-1219/1220 uses a state-of-the-art Windows-based environment and enables real-time
transmission of monthly transactions to the Central Accounting System (STAR). Other
features are: the ability to submit supplemental reports if authorized, system calculated
totals and sub-totals, scales that display balance conditions, reduction of on-line entry
by copying repetitive data fields, interactive edits, three months of historical data
available on-line, and the ability to process transactions on-line interactively or via
a bulk file transmission.
WHAT IS THE BULK PROCESS?
All FMS-1219/1220 users have the option to submit their FMS-1219/1220 to the GOALS II
system via bulk transfer. Users can submit their data using a properly formatted text
file. Bulk file formats are available for download in PDF Format or as a MS Word File.

WHAT ARE THE SYSTEM REQUIREMENTS?
In order to obtain optimum performance in using this application the user should have:
- Fast, high capacity Pentium or higher
- Windows 95, 98, 2000, or NT Operating Systems
- High-speed modem or a network-to-network connection with FMS
- Access to Netscape Navigator 4.75 or 4.76 or Microsoft Internet Explorer 5.0 or 5.5
- Familiarity with their browser
- Familiarity with the Windows environment
- Compatible inkjet or laser printer
HOW DO I ENROLL?
Each GOALS II user must complete and submit an Enterprise Security Access Administration
System (ESAAS) request form.
