Debt Management ServicesCross-ServicingCross-Servicing is the process whereby federal agencies refer delinquent debts to Treasury for collection. The Debt Collection Improvement Act of 1996 (DCIA) makes Treasury responsible for collecting delinquent debts Government wide. The DCIA requires agencies to transfer their delinquent non-tax debt over 180 days delinquent to Treasury. Transfer is the mandatory referral of delinquent debts to Treasury or another Debt Collection Center for purposes of collection. The agency retains responsibility for reporting the debts on the Report on Receivables Due from the Public (for direct and insured loans) and the Report on Guaranteed Loans (for guaranteed loans). The agency is also responsible for removing accounts from its receivables when Treasury directs it to write off the debt. In order to effectively collect the debts that agencies refer, Treasury issues demand letters, conducts telephone follow-up, initiates skip tracing, refers debts for administrative offset, performs administrative wage garnishment and refers debts to private collection agencies on the debt collection contract. Debtor Questions Debtor questions regarding offsets which have taken place via the TOP should be directed to the National TOP Call Center at 1 (800) 304-3107. General debtor questions concerning accounts which have been referred to Treasury for Cross-Servicing can be addressed by the Debt Resolutions Branch on 1 (888) 826-3127. Debtor Online Payments Debtors can make online payments towards a debt using the Pay.gov Web site. Pay.gov is a secure method hosted by Treasury's Fiscal Service. To access this site and make a secure payment by credit card (Visa, Mastercard, AMEX, or Discover) or automatic debit, click here. All agencies with FedDebt access are now required to submit their debts on-line via FedDebt or through submitting a file for batch processing.
