This "Offsets Matter," a newsletter distributed by the Debt Management Services' Treasury Offset Division (TOD), includes the latest information for state agencies concerning their implementation of the Treasury Offset Program (TOP). This newsletter provides information about the State Income Tax Program, State Reciprocal Program, Child Support Program, Unemployment Insurance Compensation Program, and other offset programs with a direct impact on the states.
