Functional Questions

What is the GFRS?

GFRS is an Oracle based internet application customized to meet the business needs of FMS in order to collect financial data used to prepare the FR. The system is designed to grant certain permissions to different user roles that will allow each user to navigate to the separate modules within the system. Only certain roles will have permission to input data, modify data, and approve data.

What is the Closing Package?

The Closing Package is a prescribed format of financial statements needed to prepare the Financial Report of the United States Government (FR).The closing package is a designed methodology used to link agencies’ comparative, audited consolidated, department-level financial statements to the FR.

Who is required to prepare the Closing Package?

The Chief Financial Officer (CFO) or the designee of selected agencies must prepare and submit the Closing Package. Agencies provide their department-level comparative, audited, financial statements data via GFRS. The inspector general (IG) of each verifying agency must opine on the Closing Package data.

How do I know what information to submit in GFRS?

The TFM - I TFM 2-4700: Agency Reporting Requirements for the Financial Report of the United States Government describes how agencies provide data for inclusion to the Financial Report of the Unites States Government. When do agencies have to submit the Closing Package via GFRS?

The FR Reporting and Submission Dates can be found in Figure 3 I TFM 2-4700: Agency Reporting Requirements for the Financial Report of the United States Government.

Will I still be required to report my closing package data in GFRS in Fiscal year 2013?

Yes, Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS) will not replace the GFRS reporting requirement.

How do I access GFRS?

To access GFRS you will need to log in through the GOALS II/IAS log in screen. The URL is as follows: http://fmsapps.treas.gov/ias. If you are an existing user of any application on the About IAS page, you must change your password the first time you log on and proceed to log into GFRS. This is necessary to synchronize your password in Oracle with your Big Admin Common Logon password. Please follow the steps below to synchronize your password:

  1. On the FMS Application - Logon page, enter user ID and password, click Logon button;

  2. Click GOALS II Information Access System (IAS)/GFRS link. (This could take a few minutes.);

  3. To the left, on the default Home tab, click User Settings link;

  4. In the middle of the page, click Change password link;

  5. Enter old and new password, click Change button. Follow the GFRS password requirement listed on this webpage. Additionally, Oracle requires that passwords start with alphabetic characters and contain no special characters. Although Big Admin would allow your password to start with a numeric character, you will not be able to access GFRS if your password does not start with an alphabetic character. The new password cannot include the word “welcome” embedded in it;

  6. Top to the left, click Home link;

  7. Towards the bottom of the page, click GFRS link

If you are not an existing user, you will need to complete an Enterprise System Access Request (ESAAS) form requesting access to the GFRS application. The form can be obtained at the following link: ESAAS Form. Once this request is granted, as with other applications, you will simply click on the GFRS link to begin using the application. If you do not already have a GOALS II/IAS user ID and password, you will need to submit an ESAAS form requesting a user ID, password, and access to the GFRS application. An initial password will be assigned to your new account. Further information will be provided on the completion and submission of an ESAAS form in order to access GFRS.

Will I be able to copy and paste text in response to the Text Data questions?

Yes, you can copy and paste text in modules GF006 and GF007. There is a space limitation of 4000 characters for responses.

Do GFRS modules have to be completed sequentially?

-Modules GF001 to GF004 must be completed sequentially.

-Modules GF005 interfaces with FACTS I ATB’s submissions, and the data will populate in Module GF005 automatically for non-verifying agencies only for the note that relate to the Balance Sheet

-Modules GF006 to GF007 do not need to be completed sequentially.

-Module GF008 Tabs must be completed sequentially. For example, FPA must mark each tabs as “completed”, before CFO can “Lock” and “Approve” each tab for IG to opine by tabs.

I added a new line in module GF001 but don’t see the prior year amount in module GF002?

If you entered a new financial statement line in GF001, you will not see the prior amount in modules GF002 to GF004 as the GFRS does not have a record.

Why can’t I modify amounts in modules GF002 or GF003?

You must uncheck the “Final Flag” box in that module.

Why can’t I uncheck the “Final Flag” box in any of the modules?
Since GFRS modules are in sequential order, you must unlock module GF008 before making any changes in the other modules, if you or CFO have already completed or approved in module GF008. Else, you must uncheck the “Final Flag” box from backwards. For example, if you need to edit data in Module 2, you must uncheck the “Final Flag” box from Modules 4 and 3, then Module 2.

Why aren’t my Audit Financial Statements available in module GF002?

You must check the “Final Flag” box in module GF001 to finalize the financial statement templates.

How can I submit a note with no data in modules GF006 and GF007?

In GF006:
- Write “N/A” in the “Agency Notes” box for the applicable note(s)
- For “Line Item Notes” tab: you do not need to do anything
- For “Other Notes Info” tab: check the “No Data” box on the bottom left side of the screen.
-For “Text Data” tab, check the “No Data” box on the bottom left side of the screen

In GF007:
- Write “N/A” in the “Agency Notes” box for the applicable note(s)
- For “Other Data Info” tab: check the “No Data” box on the bottom left side of the screen.
- For “Other Text Data” tab, check the “No Data” box on the bottom left side of the screen

Why can’t I sign off on module GF008?

As a FPA, you need to check to see if all modules have been final flagged and which role you have.

As a CFO, you need to check to see if all tabs in module GF008 have been marked as “completed” by assigned FPA

As an IG, you need to check to see if all tabs in Module GF008 have been marked as “locked” and “approved” by assigned CFO

Are negative and positive signs required?

No signs are required unless you want to report an abnormal amount. For example in Property, Plant, and Equipment note in GF006 for line “Deletions from the Balance Sheet”, you will need to put in a negative sign since this account has a normal balance of debit.

Why can’t I enter data in any of the modules?

Call System Administrator to check which role you have. FPA is the only role can enter data in GFRS

Is the system limited to a single user at a time?

The system is not limited to a single user at a time; however two users can not access the same module/note at the same time.

Do I need to re-enter prior year data?

Users do not need to re-enter prior year data, system will automatically populate prior year data.

Are edit checks available upon agencies request?

Edit checks are available to agencies upon request. However, the edit checks can only be generated once a day in the morning based on the data submitted the day before.

Is training provided for GFRS users?

There are no classroom trainings provided, however you can use GFRS BETA region as a training region to practice entering data. If you want access to BETA please send an email request to a GFRS System Administrator. For further training, please refer to the user manual: GFRS User Manual.

Is there any customer service available after normal business hours?

After hour customer service is provided for one week prior to reporting due date in November. A schedule is usually emailed to GFRS users at the end of October.

How can I reset my password?

Call FMS Help Desk at (202) 874-8270 or email FMS Help Desk to reset your password.

How often do passwords expire?

Passwords for Goals II application expires every 60 days.

How can I change my password?

Log into GOALS II IAS and click User Settings link on the left Home tab. Then click on Change password link in the middle of the page.
   - Enter old and new password in the following Oracle format:
Must be eight (8) characters in length
Must begin with six (6) lower – case alpha characters
Must end with (2) numeric characters (0 thru 9)
Cannot contain any special characters
Cannot be the same as the old password

Why do I keep getting an error message (i.e., “logged on failed”) when I click on the GFRS hyperlink?

Your GOALS II IAS and Oracle passwords need to be synchronized. Please follow the steps below:
- Login into GOALS II IAS
- To the left, on the default Home tab, click User Settings link.
- In the middle of the page, click Change password link
   - Enter old and new password in the following Oracle format:
Must be eight (8) characters in length
Must begin with six (6) lower – case alpha characters
Must end with (2) numeric characters (0 thru 9)
Cannot contain any special characters
Cannot be the same as the old password

What operating system do I need to access GFRS?

To access GFRS you will need Microsoft Windows XP or Window 7. If your operating system is Microsoft Windows Vista, please contact the FMS Service desk for specific instructions on how to access GFRS.

What Internet browser do I need to access GFRS?
To access you will need Internet Explorer (IE) 6, 7 or 8, or Safari. GFRS is not compatible with Google Chrome or Firefox.

Which Oracle JInitiator or Java Runtime Environment (JRE) version do I need?

You will need JRE version 1.6 for all operating systems.

How can I check to see which JRE is installed on my PC?

Go to Start>Control Panel>Add or Remove programs.

Why can’t I install the correct Oracle JInitiator or JRE on my PC?

You must have administrative rights for the PC before you can install any software, please contact your IT department.

Why do I keep getting a blank screen?

Check your programs to ensure that you are using the compatible operating systems/programs for GFRS (i.e., correct JInitiator version with IE, Windows XP or Vista). Please seek assistances from your IT department.

Why does Internet Explorer close when I click on the GFRS hyperlink?

This is due to a firewall issue. Go to Start>Control Panel>Switch to Classic View>JInitiator> Proxies tab and uncheck the “Use browser settings” box. If you don’t have administrative rights to your PC, you will need your IT departments help.

Why does the system lock up or respond very slowly especially when the Closing Package deadline approaches?

GFRS slowness can be caused by many factors and has to be addressed on a case by case basis. To avoid system slowness, complete your Closing Package well before the deadline. If you feel the slowness is NOT due to your agency's network issues, please contact FMS Help Desk at (304) 480-7777.
